Major duties

As a Supervisory Administrative Officer, you will perform the following duties: Serve as a senior advisor to office Deputy and Director, leading programmatic support of effective management of fishery resources. Provide expert advice and guidance for the formulation of program operation, administrative, and regulatory policies. Oversee the allocation and distribution of finances and budgets for the National Marine Fisheries Service (NMFS). Responsible for all technical and administrative responsibilities and functions such as procurement, acquisition, records management, property, and human resources. Participate and collaborate in long and short-range management analysis, action plans and execution. Ensure office goals and objectives are aligned with the agency's objectives. Coordinate assigned resources to execute assigned programs and projects within associated physical and fiscal constraints. Exercise full supervisory authority over a diverse group of employees, include planning and distributing work, setting priorities, and developing schedules for the completion of work. Evaluate the performance of subordinates and provide technical oversight and instruction. Identify developmental need and provide or arrange for training. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Establishing objectives and assessing progress of operational program areas to ensure effective use of resources in support of fisheries management; Planning and implementing organizational wide policies, procedures, programs, initiatives supporting human capital and administrative operations support; and Overseeing or managing administrative support programs, such as procurement, acquisition, records management, property management, or human resources; and Developing annual, multiyear, or other long-range strategic or tactical plans.
