FINANCIAL MANAGEMENT ANALYST
What you'd do
You will serve as a FINANCIAL MANAGEMENT ANALYST in the TECHNICAL DIVISION (SP20), MISSILE BRANCH (SP27) of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Major duties
You will be the subject matter expert for/ manage the financial planning and execution of approximately a $500M Operations and Maintenance, Navy appropriation. You will be a Business Financial Manager (BFM), executing contract funding in accordance with negotiated values and supporting timely contract awards. You will complete purchase requests, analyze financial challenges, complete requests for funding, answer data calls, and requests for information while advising stakeholders on regulatory requirements. You will lead portfolio-wide financial reviews, compile financial reports, and conduct evaluations of anticipated and known issues to provide recommendations of corrective action to leadership. You will perform comprehensive budget execution analysis to monitor obligations, expenditures, commitments, and available balances, identify execution trends, funding shortfalls, and excess resources; and recommend appropriate actions.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Preparing annual budget phasing plans, monitoring and analyzing financial execution to ensure effective resource utilization, and preferred working knowledge of Navy ERP.
