This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Financial Management Specialist, with scope of responsibility encompassing Financial Administration.

Major duties

Participates in budget meetings concerning the operating programs of the group and advises on the financial status of programs, discusses operations of the group, progress and accomplishments, and probable effects of alternative actions. Analyzes and interprets headquarters program and budgetary guidance. Reviews and ensures timely and accurate completion of designated responsibilities and assigned tasks. Serves as the first line supervisor over a Group RMO section consisting of four personnel and is the higher-level reviewer for two battalion resource manager personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) performing advanced financial management, budget analysis, program evaluation, and data analytics functions for complex organizations with multiple appropriations, funding sources, and mission requirements, 2) Developed and maintained financial databases, reporting systems, data collection processes, and analytical tools to improve data integrity, reporting capabilities, and organizational decision-making, 3)Interpreted and analyzed complex financial and operational data using statistical and trend analysis techniques to identify performance issues, forecast requirements, recommend process improvements, and resolve budgetary and accounting discrepancies. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
