This position is located within the Veterans Benefits Administration (VBA), Education Service (EDU), Operations Integrity Division, Internal Controls Team. The incumbent serves as a Management Analyst responsible for conducting internal control assessments, automated and manual processing reviews, program quality activities, and risk and compliance monitoring in support of Education Service programs.
Major duties
Specific duties include: The incumbent conducts comprehensive internal control assessments across Education Service program operations and supports the implementation and ongoing refinement of the organization's internal control framework. The incumbent develops well supported recommendations to strengthen internal control structures, enhance compliance, and reduce operational risk. The analyst independently carries out testing of key controls, analyzes process vulnerabilities, identifies deficiencies, and documents the results in accordance with federal internal control standards. The incumbent supports internal control activities within Education Service by assisting in the review and analysis of automated, operational, and compliance related processes. The incumbent prepares reports, briefings, and analytic summaries for Education Service leadership and assists with responses to OIG, GAO, and other oversight entities to ensure quality, compliance, and control results inform organizational decision-making. The incumbent also contributes to the review and assessment of automated controls within the Digital GI Bill environment by supporting sampling activities, error analysis, and control testing to evaluate the overall effectiveness of automated benefit decisions. The incumbent provides analytical and technical expertise to program offices, operations staff, IT partners, and other internal and external stakeholders on matters related to internal controls, program quality, and compliance. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/10/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Experience in conducting internal control assessments. Experience in analyzing automated and/or manual business processes. Experience in developing and/or applying quality review methodologies. Experience in preparing reports, briefings, or audit/oversight response documentation. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, performed while seated at a desk or workstation. Some periods of walking, standing, or travel may occur, but no special physical demands are required.
