Major duties
As a Supervisory Management and Program Analyst, you will perform the following duties: Serve as the Deputy Chief of Staff for the Office of Oceanic and Atmospheric Research (OAR). Serve as an advisor to Senior Leadership and ensure organizational focus remains on leadership priorities. Coordinate decision-making across OAR offices and solve complex issues by identifying and making actionable recommendations to ensure efficient and effective operations. Supervise the planning, coordination, and direction of actions that support organizational goals and objectives. Schedule deadlines and priorities, while reviewing work products for adequacy, accuracy, and regulatory compliance. Communicate complex information effectively, both orally and in writing, with diverse stakeholders ranging from senior leadership to junior staffers. Provide direct staff supervision and internal coordination. Standardize recruitment, retention, and develop strategies to hire and retain qualified employees. Supervise subordinates by planning and distributing work, setting short and long-term priorities, and preparing schedules. Streamline production by implementing process improvements that increase work quality and output.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Providing advice and guidance to senior leadership for coordination or implementation of policies, regulations, or operating procedures; Communicating and collaborating with internal and external stakeholders to ensure that strategic goals and objectives are met; and Planning, evaluating, and leading projects or teams, including developing oversight and review processes to produce high-quality work outputs.
