The primary purpose of this position is to serve as Chief, Manpower and Organization for 88 FSS/FSM, 88 ABW. This positions serves as a first-level supervisor over employees who perform manpower and organization analysis, improvement, and innovation for assigned organizations, functions, and work processes.
Major duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plans, organizes, and directs Manpower Office operations. Directs the work of the Manpower Office in conducting manpower studies, process improvement reviews, resource management studies, and organizational analyses. Represents the Manpower Office and provides customer support. Represents the Manpower Office with installation organizations, functional managers, commanders, directors, staff offices, and higher headquarters. Provides management advisory services to commanders, directors, supervisors, and senior managers on manpower requirements, organization structure, program cost analysis, workload measurement, process improvement, resource use, outsourcing, privatization, insourcing, and related manpower issues when applicable.
What you need to qualify
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, organizing, and directing the operations of a Manpower Office, which includes exercising supervisory personnel management responsibilities to assign work, set organizational priorities, and evaluate performance. Expertise extends to applying advanced qualitative and quantitative methods, management engineering principles, and analytical techniques to conduct comprehensive studies on manpower requirements, organizational structure, workload, and program cost. Experience in advising commanders, directors, and senior staff on complex manpower and organization matters, including organizational realignment, mission changes, and resource assessment. Background includes communicating effectively both orally and in writing to deliver briefings, coordinate actions with high-level stakeholders, and resolve critical issues affecting program efficiency and organizational performance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of manpower and organization principles, methods, processes, and analytical techniques used to assess manpower requirements, organizational structure, workload, and resources use. Knowledge of qualitative and quantitative methods used to apply management engineering principles, management analysis concepts, work measurement, program cost analysis, and resource assessment. Knowledge of the missions, functions, programs, and organizational relationships of serviced activities sufficient to conduct studies, assess manning and skill-level needs, and recommend supportable manpower and organization actions. Knowledge of manpower resource principles and techniques as they relate to organizational realignment, mission change, closure actions, outsourcing, privatization, insourcing, and related manpower studies when applicable. Knowledge of safety and security requirements, practices, and procedures applicable to the work environment. Skill in applying analytical and evaluative techniques to identify, assess, and resolve issues affecting program efficiency, effectiveness, cost, workload, manpower requirements, and organizational performance. Skill in planning, organizing, and directing comprehensive manpower and organization analyses involving diverse organizations, functions, missions, and work processes. Skill in advising commanders, directors, supervisors, and staff on manpower and organization matters and developing recommendations that are clear, supportable, and mission-focused. Ability to plan, organize, and direct the work of a small to medium-sized organization, including assigning work, setting priorities, evaluating performance, developing employees, and improving work processes. Ability to communicate effectively, both orally and in writing, to prepare reports, present briefings, explain complex manpower issues, and coordinate actions with customers and stakeholders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
