What you'd do

You will serve as the Branch Head in the Waterfront Onsite Branch (Code 2524) of NAVUNSEAWARCENDIV NEWPORT RI. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,370).

Major duties

You will manage Branch personnel at both the Kings Bay, GA and Bangor, WA locations. You will determine methods to analyze and monitor costs and forecast budgets to ensure sound fiscal management. You will establish the overall goals and determine the direction of the branch; provide day-to-day direction to branch personnel in execution of sponsor tasks and in business and administrative duties. You will determine appropriate balance of government and contractor assignment to tasks to ensure overall workforce health and efficient execution of sponsor tasks. You will participate in the development of overall planning for the USW Combat Systems department product line, and ensure that the Branch plans reflect overall product line goals and are consistent with allocated resources. You will ensure efficient and effective operation of branch technical and business processes. You will manage staff assignments, discipline, training, and development and promotion of employees; provide mentoring and career guidance to branch employees and others outside the branch. You will manage incentive pay and performance evaluations in accordance with NUWC policy. You will work with CHENGs, TPMs, and line management to assess program/product status. You will ensure Continuous Process Improvement goals are met, and ensure steps are taken to reduce product life cycle costs. You will develop and maintain proper liaison with government and industry stakeholders; ensure effective communication with customers, including NUWC Line management, NAVSEA and other sponsors, and fleet representatives.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-04 (GS-13/14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate technical and programmatic expertise in Non-Propulsion Electronics Systems (NPES) and Fleet Support Engineering.
