What you'd do

This position is located in the Office of Secure Transportation, Office of Mission Operations (OMO), Operations Division (OD), and serves as a Program Analyst, effectively supporting a major component of the NNSA Secure Transportation Asset.

Major duties

As a Program Analyst, you will: Involve comprehensive responsibility for a wide array of organizational issues within OMO. Key duties include prioritizing, coordinating, tasking, and managing both programmatic and infrastructural initiatives to ensure efficient operations and strategic alignment. Lead, conducts, or participates in a wide variety of complex management studies and reviews related to program management and program improvement, particularly those with wide or significant effects upon the organizational structure, policy, processes, operations, fiscal control, and economy. Coordinate, analyze, and edit input from subject matter experts, project managers and staff for development of detailed project plans, documents associated budget estimates; and responses to information requests from the Nuclear Enterprise and other external sources involving sensitive policy and program issues. Responsibility for a broad range of business management issues. Monitors resources and reports on budget and personnel status change/impact.

What you need to qualify

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03, or GS-12 supporting a security program with responsibilities for ensuring program compliance with security directives, implementing security requirements for fixed site facilities, conducting comprehensive studies, and presenting recommendations for program improvements. Examples of Specialized Experience: 1. Experience providing guidance and solutions related to transportation program issues. 2. Analysis of transportation workload projections and maintaining scheduling programs to determine both short-term and long-term transportation requirements. 3. Managed and maintained comprehensive program libraries guaranteeing adherence to governing directives. 4. Experience in developing and communicating strategic transportation plans, incorporating data from the Nuclear Enterprise to forecast future needs and present bi-annual reports. 5. Experience providing guidance on transportation requirements, ensuring compliance with DOE/NNSA Orders and proper classification of national security-related documentation. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
